Renames the Kelly Downing Memorial Highway to "Cpl Kelly Downing, USMC, Memorial Highway" in Wagoner County and requires markers to note his Silver Star Medal award

Modifies the Veterans Memorial Highway designation in Blanchard to exclude a portion of U.S. Highway 62, which is redesignated as the "SFC Tony K. Burris Memorial Highway"

Creates 13 new memorial highway designations honoring military veterans and community members, including the President Dwight D. Eisenhower Memorial Highway on U.S. Highway 81 in Canadian County and the MSG Joshua Wheeler, U.S. Army Delta Force, Memorial Highway on U.S. Highway 64 in Sequoyah County

Designates 4 memorial bridges: Dr. Herbert Rowland Memorial Bridge (Kiamichi River), Air Force TSgt Eugene S. Bell Memorial Bridge (Washita River), Lt. Kenneth Strang Memorial Bridge (Okmulgee Creek), and Jack Schmiedel Memorial Bridge (State Highway 74 in Oklahoma County)
