Amends 26 O.S. 2011, Section 4-101 to restore voting rights to persons convicted of felonies after they have fully served their sentence, including any incarceration, parole, supervision, or court-ordered probation

Changes terminology from voter registration "exceptions" to "conditions," shifting from automatic ineligibility during a prescribed period to eligibility upon sentence completion

Maintains ineligibility to register for persons adjudged incapacitated under Section 1-111 of Title 30 of Oklahoma Statutes, with eligibility restored when no longer adjudged incapacitated

Allows partially incapacitated persons to register to vote unless their court order specifically restricts voting eligibility
