Amends eligibility for Disabled Veterans License Plates to require 50% service-connected disability rating (restored from proposed 10% reduction) and creates new specialty plates including United States Coast Guard Auxiliary, United States Public Health Service, Disabled American Veterans, and Prisoner of War and Missing in Action plates

Creates the Prisoner of War and Missing in Action License Plate Revolving Fund within the Oklahoma Military Department to provide grants to Oklahoma Honor Flights for transporting veterans to Washington, D.C. memorials

Reduces farm vehicle license fees from $30 to $6 for farmers who are also veterans on pickups, trucks, or truck-tractors used primarily for farm use

Extends reduced $15 vehicle registration fees to Purple Heart recipients and members of the Oklahoma National Guard (active or inactive) and their spouses, in addition to existing eligibility for active duty Armed Forces members

Authorizes Oklahoma License to Educate License Plates (contingent on HB 2951 passage) to support Oklahoma educators, with fees deposited in the Oklahoma Teacher Recruiting Revolving Fund
