Amends the Oklahoma Equal Opportunity Education Scholarship Act to expand the definition of "eligible school" to include any public school in the state, removing previous restrictions that limited eligibility to schools not within a ten-mile radius of a qualified private school or schools in districts with fewer than 4,500 students

Modifies the definition of "educational improvement grant organization" to add a new requirement that organizations must distribute grants according to specific rules: contributions designated for a specific school can go 100% to that school, while undesignated contributions must direct at least 50% to eligible schools in districts with fewer than 4,500 students

Maintains existing tax credit structure: 50% credit for contributions to scholarship-granting organizations (75% with two-year commitment), with caps of $1,000 for single filers, $2,000 for joint filers, and $100,000 for business entities

Preserves annual statewide credit caps of $3.5 million for scholarship-granting organization contributions and $1.5 million for educational improvement grant organization contributions

Effective date set for January 1, 2017
