Amends the Oklahoma Higher Learning Access Program ("Oklahoma's Promise") to change how award amounts are calculated for eligible students pursuing associate or baccalaureate degrees at state institutions, private accredited institutions, or vocational-technical programs

Removes language specifying awards equivalent to "nonguaranteed resident tuition" and replaces award calculation for vocational-technical students with an amount equivalent to the average resident tuition of all regional institutions in The Oklahoma State System of Higher Education, calculated based on the last two years

Maintains existing eligibility requirements including Oklahoma residency, U.S. citizenship, minimum 2.5 GPA in grades 9-12, completion of college preparatory curriculum, and demonstrated financial need

Preserves special eligibility pathway for children of military members killed or who died from injuries sustained in the line of duty after January 1, 2000

Effective date of July 1, 2016, with emergency clause for immediate implementation upon passage
