Amends the Oklahoma Self-Defense Act to require out-of-state concealed or unconcealed carry permit holders to prove residency in the state that issued their permit through valid photo identification

Oklahoma recognizes valid concealed or unconcealed carry weapons permits from any other state, and also reciprocates with nonpermitting (constitutional carry) states

Persons carrying under another state's permit must disclose firearm possession to any Oklahoma peace officer upon contact

Residents from nonpermitting states may carry concealed in Oklahoma if they comply with the Oklahoma Self-Defense Act and present valid photo ID proving residency in their home state

Persons 21 years or older with valid out-of-state firearm licenses may apply for an Oklahoma handgun license immediately upon establishing Oklahoma residency; effective date November 1, 2016
