Creates the "Responsible Alcoholic Beverage Service and Sales Training Act" requiring mandatory training for employees who sell, prepare, serve, or deliver alcoholic beverages to customers

Oklahoma Department of Mental Health and Substance Abuse Services must designate and publicly post approved training courses and materials for the program

Licensees applying for or renewing licenses for low-point beer sales or alcoholic beverage sales (on-premises or off-premises) must certify their employees have completed the approved training

Adds failure to require employee participation in the training program as grounds for license revocation or suspension by the Alcoholic Beverage Laws Enforcement (ABLE) Commission

Effective date: November 1, 2016
