Updates the federal covered security citation from Section 18(b)(4)(D) to Section 18(b)(4)(E) of the Securities Act of 1933, aligning Oklahoma law with current federal statute

Adds new notice filing authority for federal covered securities under Section 18(b)(3) and Section 18(b)(4)(D)(ii) of the Securities Act of 1933, as allowed by applicable federal law

Creates a new exemption from broker-dealer registration for any person exempted by rule or order issued under the Oklahoma securities act
