County officers and purchasing agents may purchase materials, supplies, or services using a county purchase card issued in the county's name through application to the board of county commissioners

Counties must encumber sufficient funds monthly to cover estimated card charges, with payments made from the respective office or department's annual appropriation to avoid interest or penalties

All receipts must be returned to county commissioners, and by the 25th of each month, officers must notify commissioners of anticipated expenditures for the following month

Purchases must be documented on a State Auditor and Inspector form with receipts, written explanations including date, identification number, location, reason, and amount, then submitted to commissioners for approval

Officers using county purchase cards cannot receive reimbursement under existing expense statutes (Sections 161-166, 180.43, or 541 of Title 19) for those same expenses, and remain subject to standard purchasing procedures in Sections 1500-1505
