Modifies interest rate on past-due child support and support judgments entered beginning November 1, 2016, from a fixed 10% per year to a variable rate certified annually by the Administrative Director of the Courts

Requires payments collected on past-due child support to be applied to the principal amount first, then to accrued interest second

Reduces the maximum amount attorneys may receive through child support assignment from 50% to one-third (1/3) of the net child support collected and remitted to the obligee

Effective date of November 1, 2016
