Authorizes the Oklahoma Health Care Authority to seek federal waivers to expand the premium assistance program to include for-profit employers with 250 or fewer full-time-equivalent employees and not-for-profit employers with 500 or fewer full-time-equivalent employees

Exempts foster parents from employer size requirements, allowing them to qualify for premium assistance regardless of their employer's size, if supported by existing funding

Defines "full-time-equivalent employee" as non-seasonal, non-temporary workers, excluding those working at least 1,000 hours per year for purposes of calculating employer size eligibility

Amends the Oklahoma Medicaid Program Reform Act of 2003 (56 O.S. Section 1010.1 and 1010.2) to add the new eligibility provisions

Effective date of November 1, 2016
