Establishes the "Justice for J.W. Act of 2016" and defines "force" in sexual assault cases as any force, no matter how slight, necessary to accomplish the act without consent, including fear, fright, or coercion in place of physical force

Defines "consent" as affirmative, unambiguous, and voluntary agreement that can be revoked at any time, and specifies consent cannot be given by someone asleep, incapacitated, intoxicated, or under duress

Expands forcible sodomy statute to include sodomy committed upon a person who is unconscious of the nature of the act, or intoxicated by a narcotic or anesthetic agent administered by or with the accused's knowledge

Directs the Oklahoma Court of Criminal Appeals to publish uniform jury instructions defining "force" within 10 days of the act's effective date

Declared an emergency measure, taking effect immediately upon passage and approval
