Creates the "Alyssa D. Wiles Act" allowing immediate family members of first-degree murder victims to seek victim protection orders against persons convicted as the principal or accessory in the murder

Defines "member of the immediate family" to include spouse, children (by birth, adoption, or step), parents (by birth, adoption, or step), grandparents, grandchildren, and siblings (including stepsiblings) of a first-degree murder victim

Authorizes immediate family members of murder victims to request emergency temporary protection orders when courts are not open, following the same procedures available to victims of domestic violence, stalking, and sexual offenses

Requires protective order hearings to be transferred to the county where any pending divorce, custody, guardianship, or adoption case is already filed
