Amends the Oklahoma Extracurricular Activities Accountability Act to require school athletic associations to adopt and implement all rules, regulations, and policies in compliance with the Administrative Procedures Act

Requires all determinations of student eligibility, penalty assessments for rule violations, and actions regulating coaches and school staff to follow Administrative Procedures Act provisions

Mandates that appeals of association decisions regarding student and school eligibility be heard by an administrative law judge, with further appeal rights to district court

Maintains existing requirements for associations to comply with the Oklahoma Open Records Act and Open Meeting Act, and to conduct annual financial audits plus performance audits every five years

Declares an emergency, making the act effective immediately upon passage and approval
