Creates the "Child Welfare Provider Inclusion Act of 2016" prohibiting Oklahoma state agencies from refusing to contract with child welfare service providers based on the provider's religious beliefs or moral convictions

Protects providers who decline to provide, facilitate, or refer child welfare services that conflict with sincerely held religious beliefs or moral convictions expressed in their mission statement or organizational documents

Covers child welfare services including foster care placement, adoption services, foster parent recruitment and licensing, group homes, family preservation, and kinship caregiver assistance

Allows aggrieved providers to bring civil action seeking declaratory relief, injunctive relief, and compensatory damages, with prevailing providers entitled to recover attorney fees and costs

Effective date of November 1, 2016
