Creates the County Emergency Registration Act, authorizing county commissioners to require registration of roofing contractors in counties affected by a declared state disaster or emergency (Governor's proclamation, Presidential declaration, or other designated emergency event)

Roofing contractors must obtain county registration before operating in disaster-affected areas, with violations punishable by fines up to $500; unregistered contractors cannot bring legal claims related to their roofing work in state courts

Registration requires applicants to be 18 or older, hold valid Oklahoma state registration, maintain at least $500,000 in liability insurance, and provide proof of workers' compensation coverage or exemption

Annual registration fees capped at $135 for initial registration and $50 for renewals; registrations may be suspended after 60 days or revoked after 90 days for failure to maintain good standing requirements

Exemptions apply to property owners performing work on their own property, government employees, suppliers of uninstalled materials, and nonprofit humanitarian/disaster relief organizations
