Increases daily civil penalties for pipeline safety violations from $10,000 to $100,000 per day, and raises the maximum penalty for a related series of violations from $500,000 to $1,000,000

Applies the same penalty increases to violations of the Hazardous Liquid Transportation System Safety Act

Willful destruction or attempted destruction of pipeline systems remains a felony punishable by up to $25,000 fine and/or up to 15 years imprisonment

Penalty amounts are determined by the Commission after notice and hearing, considering factors such as violation severity, culpability, and good faith compliance efforts

Effective date of July 1, 2016, with emergency clause for immediate effect upon passage and approval
