Prohibits manually composing, sending, or reading electronic text messages on hand-held devices while operating a motor vehicle in motion on Oklahoma streets and highways

Establishes a maximum fine of $100 for violations, with no points assessed to the driver's license record

Exempts emergency communications to 911, hospitals, ambulance services, firefighters, or law enforcement during imminent emergencies

Excludes from the ban devices integrated into vehicles, voice-operated GPS systems, hands-free texting devices, and ignition interlock devices
