Eliminates the requirement that Oklahoma Education Lottery net proceeds equal at least 35% of gross proceeds each fiscal year (or 30% during the first two fiscal years for debt repayment purposes)

Maintains the existing requirement that at least 45% of gross proceeds be available as prize money

All net proceeds continue to be transferred to the Oklahoma Education Lottery Trust Fund for education purposes

Effective date of July 1, 2016, with an emergency clause for immediate implementation upon passage and approval
