Replaces end-of-instruction tests in Algebra I, English II, Algebra II, Biology I, English III, Geometry, and United States History with the ACT assessment as the graduation requirement for Oklahoma public high school students beginning with the 2016-2017 graduating class

Sets a minimum ACT composite score of 16 as the threshold for demonstrating mastery of state academic content standards and receiving a standard diploma

Allows students who do not achieve the minimum composite score to retake the ACT assessment until they reach the required score, with remediation and intervention services provided by school districts

Establishes that students with individualized education programs (IEPs) under IDEA must take the ACT with or without accommodations consistent with ACT, Inc. policies, with alternate assessments permitted only when ACT accommodations are insufficient for the disability

Modifies remediation funding eligibility to include students scoring below the minimum ACT composite score, with districts eligible for up to $240 per student for remediation services
