Names the new Oklahoma Department of Veterans Affairs building the "Vezey Veterans Complex" in memory of Edward Earl Vezey, Jr. and the 429 service members who died aboard the U.S.S. Oklahoma at Pearl Harbor on December 7, 1941

Authorizes the Oklahoma Capitol Improvement Authority to transfer Lincoln Boulevard Renaissance Project parcels to the Commissioners of the Land Office for further development

Requires any transferred parcels be sold for no less than appraised value and no less than the amount needed to satisfy outstanding bonds on those parcels

Updates statutory references for state land sale procedures from Title 74, Section 129.4 to Title 61, Sections 327 and 327.1
