Removes the "under oath" requirement from license applications and reports filed with the Oklahoma Department of Agriculture, Food, and Forestry for farmed cervidae facilities, fertilizer distributors, poultry feeding operations, swine feeding operations, and concentrated animal feeding operations

Eliminates the sworn oath requirement from licensed forester registration applications while retaining other application requirements including citizenship, residence, education information, and references from at least 5 persons (3+ must be forestry school graduates)

Maintains existing penalties for knowingly submitting false, inaccurate, or incomplete information on applications, including fines up to $10,000 per violation and potential misdemeanor charges

Effective date of November 1, 2016
