Removes the legal exception that currently excludes abortion from the definition of homicide under Oklahoma law (21 O.S. 2011, Section 691)

Retains the existing definition of "human being" to include an unborn child as defined in Title 63, Section 1-730

Maintains the exception for acts committed during diagnostic testing or therapeutic treatment following standard medical practice

Preserves the provision that mothers cannot be prosecuted for causing the death of an unborn child unless the mother committed a separate crime that caused the death

Effective date of November 1, 2016
