Schools cannot lose accreditation or face penalties for failing to meet media materials, equipment, and media program expenditure standards until state funding reaches at least $3,291.60 per weighted average daily membership

State Board of Education prohibited from assessing financial penalties against school districts given accreditation deficiencies until the same $3,291.60 funding threshold is met

School districts exempted from requirements to form, convene, or participate in advisory councils (including school improvement plan councils) until state funding threshold is reached

School districts may elect to skip textbook committee appointments, textbook adoptions, and textbook plan submissions, and may spend allocated textbook funds for any school support purpose as determined by the local board

Exemptions automatically reinstate if state funding per weighted average daily membership drops by 1% or more from the threshold amount; effective date July 1, 2016, with emergency clause
