Nonstate governmental entities participating in the nursing facility supplemental payment program (UPL Owners) may contract with management services providers and delegate operational responsibilities including staff employment and supervision

Facilities operated by the Oklahoma Department of Veterans Affairs remain exempt from licensing fees

Effective date of July 1, 2016, with emergency clause for immediate implementation upon passage
