Modifies the lookback period for subsequent DUI offenses to 10 years from the completion of the prior sentence or deferred judgment, rather than from the date of conviction

Increases penalties for DUI causing great bodily injury from 1-10 years imprisonment to 4-20 years imprisonment

Deferred judgments for DUI offenses now count as convictions for enhancement purposes for 10 years following completion of the probationary term

Removes certain time-based limitations on when prior DUI convictions from municipal courts of record can be used to enhance subsequent offense penalties
