Creates a new Board of Regents of Oklahoma Community Colleges consisting of 9 members appointed by the Governor with Senate consent, serving staggered 7-year terms with geographic residency requirements across Oklahoma counties

Consolidates governance of 10 community colleges under the new Board: Carl Albert State College, Eastern Oklahoma State College, Murray State College, Northern Oklahoma College, Oklahoma City Community College, Redlands Community College, Rose State College, Seminole State College, Tulsa Community College, and Western Oklahoma State College

Transfers all property, assets, obligations, and employee tenure/retirement obligations from the existing individual college boards to the new consolidated Board on January 1, 2017

Dissolves the 10 existing separate Boards of Regents for each community college on January 1, 2017

Prohibits Board members from employment or contracting with institutions under the Board's jurisdiction, and bars former members from employment at those institutions for 2 years after their term expires
