All Oklahoma elections would be conducted by mail beginning with the 2020 election cycle, with the Secretary of the State Election Board required to promulgate rules for uniform implementation

County election boards must mail official ballots with return identification and secrecy envelopes to registered voters between 14-20 days before an election, with earlier mailing permitted for out-of-state addresses

Ballot drop sites must be open at least 8 hours on election day until 7:00 p.m., with prominent signage identifying them as official locations; voters may also return ballots by U.S. mail at their own postage expense

Voters may obtain replacement ballots if their original is destroyed, spoiled, lost, or not received, with replacements available by mail until 5 days before the election or in person at designated locations

Ballots are counted only if returned in the identification envelope with the voter's signature verified against their registration card; voting more than once or voting when ineligible constitutes a felony
