Creates the "Oklahoma Child Brain Development Initiative 2016" requiring 1 hour of nutrition health education annually for all public school students, contingent upon legislative appropriation of funding

Requires public and nonprofit private schools not enrolled in federal child nutrition programs (At-Risk Afterschool Meals Program, Outside School Hours Care Centers, Summer Food Service Program) to submit written reports to the State Superintendent explaining reasons for non-participation

Directs all public and nonprofit private schools to make every effort to establish fresh food pantries for twice-weekly distribution of donated food to parents, with annual reporting on pantry status and barriers to establishment

Requires the Tobacco Settlement Endowment Trust to provide educational materials to all pregnant women, regardless of income, about foods essential for prenatal brain development and locations of free nutritious food
