Prohibits operating unmanned aircraft (drones) below 400 feet over critical infrastructure facilities, making contact with such facilities, or flying close enough to interfere with operations

Defines critical infrastructure to include petroleum refineries, power plants, substations, chemical facilities, water treatment plants, natural gas facilities, telecommunications infrastructure, dams, pipelines, and facilities regulated under DHS CFATS program

Facilities must be enclosed by fencing or clearly marked with signs prohibiting entry or unauthorized drone flight to qualify for protection

Exempts federal, state, and local governments; law enforcement; facility owners/operators; contractors working for these entities; persons with written consent; and FAA-authorized commercial operators

Violators face civil liability for damages to property, environment, or human health; effective date November 1, 2016
