Expands "contributing providers" required to fund the Oklahoma Universal Service Fund (OUSF) and Oklahoma Lifeline Fund to include Voice over Internet Protocol (VoIP) providers, wireless telephone service providers, and other intrastate telecommunications providers beyond traditional carriers

Designates the Director of the Public Utility Division of the Corporation Commission as the Administrator responsible for independently reviewing funding requests, with 90-day deadlines for determinations and 15-day windows for reconsideration appeals

Defines Special Universal Services eligibility for public schools, public libraries, and eligible healthcare entities (including not-for-profit hospitals, county health departments, mental health facilities, and Federally Qualified Health Centers) to receive telecommunications support for educational, library, and telemedicine services

Establishes competitive bidding requirements for Special Universal Services, with credit amounts capped at no more than 25% greater than the lowest cost reasonable qualifying bid, minus federal funding support received for the same services

Creates an administrative preapproval process for OUSF funding beginning July 1, 2017, requiring beneficiaries to submit requests by June 30 for the upcoming funding year, with approval funding letters issued within 90 days
