Sellers transferring vehicles to scrap metal dealers must present the title or a certificate of ownership form approved by the Oklahoma Tax Commission (available through the Tax Commission or motor license agents), replacing the previous requirement of a "verified bill of sale" or "other proof of ownership"

Vehicles sold to scrap metal dealers can now be transferred using the certificate of ownership form when the original title is lost, canceled, or unavailable, provided the vehicle is more than 10 model years old and not roadworthy

The certificate of ownership form must include buyer and seller names/addresses, seller's driver license or social security number, vehicle make/model, and vehicle identification number

Sellers must submit a copy of the certificate to the Tax Commission or motor license agent within 30 days with a $4.00 fee ($1.00 retained by agent, $3.00 to Tax Commission Reimbursement Fund)
