Expands eligibility for retired volunteer dental licenses to practitioners with 30 years of consecutive practice, in addition to those age 65+ with 20+ years of licensure in good standing

Authorizes the Board of Dentistry to deny licenses to applicants who fail to disclose criminal history or have convictions for felonies, misdemeanors involving moral turpitude, Medicaid fraud, or controlled substance violations

Removes previous fingerprint card and background check procedural requirements from statute while maintaining the national criminal background check requirement

Grants the Board's review panel authority to temporarily suspend dental assistant or oral maxillofacial surgery assistant permits in emergencies when public health, safety, or welfare requires immediate action

Adds "having multiple administrative or civil actions reported to the National Practitioner Databank" as grounds for disciplinary penalties against dentists or denial of license applications
