Creates a voluntary Construction Registry administered by the Secretary of State for commercial construction projects, excluding residential projects of four or fewer dwelling units

Requires owners or general contractors to register projects within 10 business days of contract signing or construction start; providers must then register to preserve lien and bond rights or forfeit those rights

Provider registration preserves lien rights for activity up to 60 days prior to registration through project completion and eliminates the pre-lien notice requirement under existing law

Establishes maximum fees of $10 for project registration, $5 for provider registration, $2 for additional entity registrations, and $10 for non-registered party reviews

Creates the Oklahoma Construction Registry Revolving Fund in the State Treasury to fund implementation and administration, with an effective date of July 1, 2017
