Creates the Task Force on Grocery Store Access, comprising 12 members appointed by the Governor, legislative leaders, Oklahoma Department of Agriculture, Oklahoma Department of Commerce, grocer associations, farming advocates, and citizenship advocacy organizations

Task Force must hold its organizational meeting within 60 days of the act's effective date and post meeting notices at least 10 days in advance on state government websites

Duties include examining food availability conditions in Oklahoma, with emphasis on basic foodstuffs, fruits, vegetables, and healthy foods, particularly in areas meeting the definition of "food desert"

Task Force must examine incentive methods for food producers, wholesalers, retailers, and capital providers to improve access to basic food items in underserved areas

Final report with recommendations due by December 31, 2016, to be filed with the Governor, House Speaker, and Senate President Pro Tempore; effective date July 1, 2016
