Creates "driver authorization cards" as a new type of noncommercial driver license available to Oklahoma residents who cannot prove legal presence in the United States

Applicants must prove identity using documents such as foreign passports, foreign birth certificates, Mexican consular ID cards, or similar foreign government documents, plus prove Oklahoma residency with two documents like utility bills, bank statements, or rent receipts

Driver authorization cards must have the same design and numbering sequence as standard Oklahoma driver licenses, but cannot be used to determine eligibility for state benefits, licenses, or services

Prohibits the Department of Public Safety from releasing any information related to immigration status, legal presence, or whether a person holds a driver authorization card to any entity for immigration enforcement purposes

Cards expire annually on the anniversary of issuance and are renewable upon application and fee payment; effective date November 1, 2016
