Amends Oklahoma law (18 O.S. 2011, Section 437.7) governing membership, meetings, and voting procedures for rural electric cooperatives

Allows verified mail-in ballots to count toward the 5% quorum requirement for member meetings, in addition to members present in person

Changes voting by mail from an optional method (if permitted by bylaws) to a default voting method alongside in-person voting, with proxy voting remaining optional per bylaws

Limits proxy voting to no more than three members per person at any meeting

Declares an emergency, making the act effective immediately upon passage and approval
