Creates the "Modernization of Agency Creation Process and Sunrise Act" requiring bills proposing new state agencies ("sunrise bills") to be marked with an SR number and introduced only during odd-numbered year legislative sessions

Sunrise bills may only pass during even-numbered year sessions unless approved by a two-thirds supermajority vote in both chambers

Legislative committees must evaluate sunrise bills over at least 12 months, considering factors such as public health/safety impact, effect on job creation, availability of alternative protections, and cost-effectiveness

Proponents must provide written information upon request including number of affected individuals/businesses, documentation of public harm, regulatory costs, comparison to other states' laws, and previous regulatory efforts in Oklahoma

Committee chairmen must produce a report documenting examination of all required criteria before recommending passage; effective date November 1, 2016
