Expands existing teaching certificate renewal provisions to allow teachers with certificates expired for 3 or more years to qualify for reissuance through staff development programs, conferences, and seminars instead of teaching experience or higher education credits

Requires the State Board of Education to establish rules for both renewal and reissuance of standard teaching certificates using alternative professional development pathways

Limits staff development credit requirements for certificate reissuance to the same amount required of active teachers and administrators under Board rules

Authorizes school district boards to charge reasonable fees for certificate holders (including those with expired certificates) who are not currently employed as teachers or administrators to attend district-sponsored staff development programs

Effective date of July 1, 2016, with an emergency clause for immediate implementation upon passage and approval
