Public schools must administer a State Board of Education-approved educational screening instrument to students who enroll after being educated by "other means" (such as homeschooling) and have not been enrolled in any public school in Oklahoma or another state during the previous 6 months

Schools must use the screening assessment results to determine the appropriate grade level placement for these students

Amends existing compulsory education law (70 O.S. Section 10-105) which requires children ages 5-18 to attend public, private, or other school unless educated by other means

Effective date of July 1, 2016, with an emergency clause allowing immediate implementation upon passage and approval
