Amends Oklahoma's State Travel Reimbursement Act to add "rideshare" services alongside taxicabs as reimbursable transportation expenses requiring justification for necessity

Changes mileage reimbursement for privately owned vehicles from a fixed rate to a cap that shall "not exceed" the IRS standard mileage rate for business expense deductions

Replaces the Transportation Commission road map as the basis for calculating travel distances with actual business miles measured by a recognized Global Positioning System (GPS)

Removes the requirement that vicinity travel on official business be entered as a separate item on travel claims

Effective date: November 1, 2016
