Creates the Garden and Egg Exchange Health Cooperatives Act of 2016, allowing private landowners to make vacant land available for community gardens through the Oklahoma Tax Commission

Requires the Office of Management and Enterprise Services to identify vacant state-owned property suitable for community gardening, including surplus property, school lands, state parks, and public rights-of-way

Oklahoma Tax Commission must publish available properties online and develop an application process with a fee not exceeding $10 for state or school district property; reservations must be 1-3 years in duration

Community gardens with chicken/egg cooperatives must have at least 1 acre per 12 laying hens with adequate shelter; no permanent structures allowed on state or school district property

Provides liability immunity for the state, school districts, and private landowners for inherent gardening risks, except in cases of negligence or failure to warn of known dangerous conditions
