Prohibits transfer of license plates to another person upon sale of a vehicle; owner must remove and retain the plate when transferring vehicle ownership

Allows retained license plates to be used on a subsequent vehicle only after that vehicle has been properly registered

Provides a registration fee credit when using a retained plate on a new vehicle, calculated as the previous registration fee paid minus a pro-rated reduction for months elapsed since that registration

Requires new vehicle owners to obtain title and registration within 30 days of ownership change, with a new license plate and yearly decal issued

Effective date of November 1, 2016
