Establishes a minimum $0.05 refund value on beverage containers (glass, plastic, metal) sold in Oklahoma for off-premises consumption, covering wine, beer, alcoholic beverages, mineral water, soda, and carbonated soft drinks

Requires dealers to accept empty containers of brands they sell and pay refunds to consumers; distributors must pick up containers at least weekly and reimburse dealers/redemption centers an additional $0.01 per container handling fee

Prohibits importing unmarked beverage containers after July 1, 2017, and bans final disposal of beverage containers in solid waste facilities beginning July 1, 2017 (July 1, 2018 for alcoholic beverage containers)

Authorizes the Department of Environmental Quality to approve redemption centers and requires beer distributors to provide at least one redemption facility per county seat, with additional facilities in cities over 25,000 population

Creates the Independent Redemption Center Grant Revolving Fund with up to $1,000,000 annually in grants (maximum $15,000 per center) to support existing nonprofit and for-profit redemption facilities established before July 1, 2016
