Creates a direct shipper's permit issued by the Oklahoma Alcoholic Beverage Laws Enforcement Commission allowing wineries licensed in any state to ship up to 24 nine-liter cases of wine annually directly to Oklahoma residents age 21 or older for personal use

Permit fees set at $100 for original permits and $50 for renewals, with applicants required to prove current licensure as a wine producer, supplier, importer, wholesaler, distributor, or retailer

Wine containers must be labeled "CONTAINS ALCOHOL: SIGNATURE OF PERSON AGE 21 OR OLDER REQUIRED FOR DELIVERY"

Permit holders must report annual wine shipment totals to the ABLE Commission and pay applicable taxes to the Oklahoma Tax Commission as if sales occurred at the delivery location

Effective date contingent upon voter approval of the constitutional amendment in House Joint Resolution 1002 of the 55th Oklahoma Legislature
