Amends the Oklahoma School Testing Program Act to change the testing window for criterion-referenced tests in grades 3-8 from "no earlier than April 10" to "within a four-week period prior to the third Friday in May"

Changes end-of-instruction test timing from "as near as possible to the end of the course" to "within a four-week period prior to the end of the course"

Maintains existing requirement that test results be reported back to school districts in a timely manner, with final electronic data files due to the State Department of Education by September 1 each year

Effective date of July 1, 2016, with an emergency clause allowing immediate effect upon passage and approval
