Expands Oklahoma Corporation Commission's jurisdiction to include the condition and safety of roads and bridges used when transporting saltwater, mineral brines, waste oil, and other deleterious substances from oil and gas operations

Amends 52 O.S. 2011, Section 139, adding road and bridge oversight to the Commission's existing authority over handling, transportation, storage, and disposition of oil and gas industry byproducts

Applies to roads and bridges used in connection with drilling, development, producing, and operating oil and gas wells at Commission-regulated facilities and other oil and gas extraction sites

Declared an emergency measure, taking effect immediately upon passage and approval rather than following the standard effective date
