Amends Oklahoma's School Safety and Bullying Prevention Act to redefine "bullying" as unwanted aggressive behaviors involving a power imbalance that are repeated multiple times or highly likely to be repeated, resulting in harm or distress to targeted students

Adds new definition of "power imbalance" as attempts to use personal or situational characteristics to control a targeted student's behavior or limit their ability to respond to aggression

Adds new definition of "at school" to include school grounds, school vehicles, school-sponsored activities, and school-sanctioned events

Allows teachers and administrators to classify a single aggressive incident as bullying for prevention purposes if they determine there is high likelihood of repeated behavior

Effective date of July 1, 2016, with emergency clause for immediate implementation upon passage and approval
