Amends the Uniform Health Carrier External Review Act (36 O.S. 2011, Sections 6475.5, 6475.7, and 6475.9) to expand expedited external review procedures for health insurance coverage denials

Requires health carriers to include expedited external review procedures specifically for denials of prescription drugs or intravenous infusions that patients are currently receiving under their health benefit plan

Exempts patients denied prescription drugs or intravenous infusions from completing the health carrier's internal review process before requesting expedited external review by an independent review organization

Mandates that expedited external reviews be conducted by a health care provider who has not previously reviewed the case and is of the same or similar specialty as the provider who would typically manage the condition

Effective date: November 1, 2016
