Adds a new definition of "reimbursement" as the total amount paid to a pharmacy including patient payments as determined by a PBM or covered entity for prescription claims

Expands pharmacy appeals procedure to allow providers to contest all reimbursement amounts (not just maximum allowable cost rates) within 10 business days of final adjusted payment

Requires PBMs to respond to contested reimbursement appeals within 10 business days and apply any pricing corrections to all similarly contracted Oklahoma providers

When denying a reimbursement appeal, PBMs must provide the reason for denial including National Drug Code numbers showing where the drug is available at or below the PBM's reimbursement amount

Effective date of July 1, 2016, with an emergency clause allowing immediate effect upon passage and approval
